Giveaway and blog design recommendations?

Also, does anyone have a recommendation for a good blog designer? I don't need anything fancy, and can't afford much, but I would love to have some better flow and personalized tabs and stuff and wider columns. I tried doing some html and it was a waste of 3 hours! LOL
